The applicant has also proposed a Development Agreement to vest the project <br /> entitlements for a period of ten years. The Planning Commission reviewed the project at a workshop in <br /> February and then later at a formal hearing in April and voted unanimously to recommend approval of <br /> the project by the Council. <br /> The project spans two sites consisting of 25.4 acres at the Stoneridge Corporate Plaza which currently <br /> houses five multi-story office buildings and a 6.9 acre portion of a Bart owned property for which <br /> Workday has entered into a long term lease. The proposed project would replace a prior (2008) <br /> approval for a mixed-use apartment and retail project. The subject site is located adjacent to the 1-580 <br /> and 1-680 freeways and Bart station and parking garage, and is bordered by Stoneridge Mall Road and <br /> Pleasanton Corporate Commons. <br /> The applicant proposes to construct an approximately 430,000 square foot, six-story office building, five <br /> level parking structure, surface parking and related site improvements on the Bart property. As part of <br /> the application, the property would also be rezoned from the PUD-High Density Residential/Commercial <br /> to the PUD-Mixed-Use District to allow the proposed office uses. On the Stoneridge Corporate Plaza <br /> site, the applicant proposes to construct either a four or five level parking structure, surface parking and <br /> related site modifications. <br /> Mr. Otto presented several slides reviewing the proposed site plan, which locates the proposed office <br /> building adjacent to the existing Bart garage, the five level parking structure to the north of that adjacent <br /> to 1-580, and the new four or five level garage at the corner of Embarcadero Court and Stoneridge Mall <br /> Road. Access to the site would be gained from existing driveways on Embarcadero Court, an existing <br /> drive on Stoneridge Mall Road, and a new drive installed off of Stoneridge Mall Road that would be <br /> shared with the Bart parking garage. Bart patrons and Workday employees would access their <br /> respective parking areas via dedicated lanes, with a gate installed at the Workday entrance to prevent <br /> Bart patrons from inappropriately using the site. The existing garage access driveway would be closed <br /> off and used solely for emergency vehicle access. As part of the project, Workday would also relocate <br /> the existing bus stop to the front of the Bart garage, construct several site improvements related to <br /> garage and pedestrian access for Bart patrons, and construct a small addition to the Bart garage for a <br /> shared Bart Police/Pleasanton Police substation. <br /> He shared several views of the proposed office structure, calling attention to the sixth floor setback, <br /> building materials, and a large central skylight. As proposed, the building would stand 87.5 feet tall <br /> along the main parapet and 105 feet at its tallest point at the circular screen wall. He also shared <br /> several slides depicting the proposed Bart improvements and referred the Council to the color and <br /> materials board, noting that each was selected to complement the adjacent Stoneridge Corporate Plaza <br /> office buildings. <br /> Mr. Otto provided a brief overview of the traffic study prepared for the project, which determined that <br /> traffic improvements would be required at three intersections in order to maintain acceptable levels of <br /> service and efficient traffic flow. These include a third southbound left turn lane from Foothill Road onto <br /> Canyon Way, additional left turn stacking room on southbound Stoneridge Mall Road lanes at <br /> Stoneridge Drive, and installation of a traffic signal at the shared project driveway on Stoneridge Mall <br /> Road. <br /> He stated that staff believes the project is well-designed and prove a great asset to the surrounding <br /> development. Staff therefore recommends that the Council approve the PUD rezoning, Development <br /> Plan and Major Modification and the Development Agreement by taking the actions listed on pages 1 <br /> and 2 of the staff report. <br /> City Council Minutes Page 4 of 17 May 20,2014 <br />
