<br /> Also, the free running right turn lane from the 1-680 southbound off-ramp to eastbound
<br /> Bernal Avenue will be converted to a yield control to improve pedestrian and bicycle
<br /> safety. A sidewalk will also be constructed along the south side of Bernal Avenue
<br /> between W. Lagoon Road and the northbound 1-680 intersection.
<br /> Phase 2 Stage 2 of the interchange project will install the landscape and gateway
<br /> feature elements at this interchange. The landscape and gateway feature will be bid as
<br /> a separate project so that the construction of the interchange improvements can move
<br /> forward as timing is critical to avoid cost increases to the project.

<br /> Construction Bids
<br /> Sealed bids for this project were opened on March 12, 2014. There were nine bids
<br /> received, and they ranged from the low bid amount of $1,423,681.30 to $1,877,882, as
<br /> compared to the engineer's estimate of $1.5 million for the project (see Attachment 1 for
<br /> Bid Summary).
<br /> Staff recommends that the construction contract be awarded to the lowest responsible
<br /> bidder. The lowest responsible bid of $1,423,681.30 was received from Prism
<br /> Engineering, Inc. of Hayward, California. Past work performed by Prism Engineering,
<br /> Inc. was verified to be satisfactory. Therefore, staff recommends award of the
<br /> construction contract to the lowest responsible bidder, Prism Engineering, Inc.
