RJM Design Group, Inc. has recently completed the Parks and Recreation Master Plan, <br /> presented the document and its findings to the City Council and the Parks and <br /> Recreation Commission at their joint workshop on February 24, 2014. The City Council <br /> and Parks and Recreation Commission received the presentation and public feedback, <br /> and provided comment. On May 8, 2014, the Parks and Recreation Commission Staff <br /> approved the Parks and Recreation Master Plan and requested that staff forward it to <br /> the City Council for their review and consideration. <br /> DISCUSSION <br /> The Master Plan's findings and recommendations are based on a combination of <br /> community input derived from community workshops and targeted surveys and staffs <br /> technical analysis and as such, in many respects, they represent community <br /> expectations and observations which may exceed or be different from, those developed <br /> as part of national or state recreational organizations. <br /> Notwithstanding this, importance has been placed on assuring the Master Plan is <br /> consistent with the Pleasanton General Plan 2005 to 2025 and it provides a framework <br /> for meeting its vision, goals, policies and programs, specifically those related to the <br /> Public Facilities and Community Programs, Conservation and Open Space, Community <br /> Character and Energy Elements. <br /> Further, this Master Plan has taken into consideration existing advance planning and <br /> other planning documents such as the City's Youth Master Plan, Downtown Specific <br /> Plan, Pedestrian, Bicycle and Trails Master Plan, Stoneridge Drive Specific Plan <br /> Amendment/Staples Ranch, Bernal Property Specific Plan and other related plans. <br /> Summary of Findings <br /> The Master Plan process identified opportunities for program service enhancements, <br /> new and/or expanded facilities, and additional maintenance requirements. Further, the <br /> process highlighted that evolving changes in community demographics, including age, <br /> nationality, and race will be combined with overall changes in recreational expectations <br /> to generate a demand for modified services and facilities in the future. As such, the <br /> intent of this plan is to provide an effective tool for meeting these challenges. <br /> While the Master Plan's detailed findings and recommendations are included in various <br /> sections of the document, the Executive Summary includes a brief overview of these for <br /> both recreational programming and facilities. <br /> Parkland Acreage <br /> The City currently has 371 acres of parkland. Using the City's General Plan's parkland <br /> acreage goal of 5 acres per 1,000 residents, and assuming a current population of <br /> 71,000, there is currently a surplus of 16 acres. As a result, the City is currently <br /> exceeding its General Plan goal. <br /> Page 5 of 9 <br />
