BACKGROUND <br /> The Hopyard Road and Golden Road intersection was built out to accommodate the <br /> proposed widening of Hopyard road to four lanes. The 1996 General Plan identified <br /> Hopyard as four lanes in anticipation of development in the area During the 2005 <br /> General Plan update it was determined that the additional two lanes are no longer <br /> required. <br /> The Hopyard Road and Golden Road intersection modification provides several safety <br /> improvements for vehicles, pedestrians and bicyclists. With the project improvements, <br /> pedestrians and bicyclists will be guided along the class 1 trail that runs along the west <br /> side of Hopyard Road up to the corner of Hopyard and Golden where marked <br /> pedestrian crossings will be installed. Additionally, the improvement provides shorter <br /> crossing distances for pedestrians, bicyclists and vehicles, reducing the exposure time <br /> to conflicting traffic movements. The project will also modify the four corners to provide <br /> standard curb extensions. This will eliminate the need for drivers to look back over their <br /> shoulder to check blind spots blind spot when accessing Hopyard Road from Golden <br /> Road. <br /> This project consists of: removal of approximately 12,100 SF of existing roadway, curb <br /> and sidewalk, installation of 770 LF of curb and gutter, five ADA ramps, 1,950 SF of <br /> sidewalk, storm drain and inlets, associated pavement markings, landscaping and <br /> irrigation modifications. (See Attachment 1 for project location). <br /> DISCUSSION <br /> Budget <br /> Staff recommends that the contingency amount for this project be set at 10% of the <br /> construction contract due to potential expansion of project limits due to defects that may <br /> become apparent during the demolition phase. <br /> Alameda County Transportation Commission (Alameda CTC) has begun implementing <br /> the Time of Use policy for Measure B funding. Staff identified two Bike and Pedestrian <br /> projects (Hopyard and Golden Intersection Improvements, as well as Bernal Avenue <br /> Sidewalks- Foothill to West Lagoon)that are priorities to address safety concerns that <br /> could be designed and under construction in the time frame to meet the Time of Use <br /> Policy for some older Measure B funding. Design began under CIP 13.5043 with the <br /> anticipation of funding the construction of the projects with the use of the Measure B <br /> funds that are potentially in jeopardy of not meeting the Time of Use Policy. Staff has <br /> identified Measure B funding from CIP numbers 125043 and 135043 to be used to <br /> construct the improvements at the Hopyard and Golden Intersection. <br /> The total estimated expenditures (see Attachment 3) of$280,500 require the transfer of <br /> $205,500 from CIP No. 125043 to fully fund the construction of the Hopyard and Golden <br /> Intersection improvements. Staff recommends that the balance of CIP No. 125043 be <br /> transferred to the MTC Fund balance. <br /> Page 2 of 3 <br />
