THE CITY OF 04 PL£ ASANTONo CITY COUNCIL AGENDA REPORT June 3, 2014 Community Development Engineering Division TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD CONSTRUCTION CONTRACT TO SPOSETO ENGINEERING, INC. IN THE AMOUNT OF $216,685 FOR THE BICYCLE AND PEDESTRIAN RELATED IMPROVEMENTS — HOPYARD AND GOLDEN INTERSECTION PROJECT, CIP NO. 135043 SUMMARY Bids have been received for the subject project for civil and landscaping improvements at the intersection of Hopyard Road and Golden Road to improve the pedestrian circulation. Staff is recommending award of the construction contract to Sposeto Engineering, Inc. in the amount of$216,685.The project consists of reconfiguring the intersection, changing the location of the curbs, and installing Americans with Disabilities Act (ADA) access ramps. The improvements will shorten the distance pedestrians will be in the roadway while improving sight distance..The project will include updated drought tolerant landscaping. RECOMMENDATION 1. Approve the plans and specifications for this project. 2. Review the bids received and award the construction contract for the project to Sposeto Engineering, Inc. of Livermore, California, in the amount of$216,685. 3.. Authorize the City Manager to enter into the above construction contract. 4. Authorize the Director of Community Development to approve and execute contract change orders for a contingency amount not to exceed $21,941 (approximately 10% of the construction contract), for any necessary related subject project work. 5. Authorize the transfer of $205,500 from the Bicycle and Pedestrian Related Improvements project, Capital Improvements Program (CIP) No. 125043, to the Bicycle and Pedestrian Related Improvements project, CIP No. 135043 to meet the budget shortfall; and transfer the remaining balance of CIP No.. 125043 ($26,164)to MTC Fund balance. FINANCIAL STATEMENT The anticipated total expenditure for this project is $280,500 (see attached funding and expenditure summary, Attachment 3). Funds from CIP number 125043 and 135043 will fund the project, with the balance of CIP No. 125043 being transferred to MTC Fund balance.
