• Police Substation: As a benefit to the community, Workday would construct a small <br /> addition and remodel on the ground level of the BART parking garage for a joint <br /> BART and City of Pleasanton police substation. The applicant has collaborated with <br /> Police Department staff regarding their needs for the space. A drive aisle and <br /> parking space for police staff would be installed along the west side of the BART <br /> garage that would connect to the adjacent office parking lot at 6000 Stoneridge Mall <br /> Road. <br /> • Development Agreement: A development agreement is proposed to vest the <br /> entitlements for the project (Attachment 3). The term of the development agreement <br /> would expire in 10 years. <br /> PLANNING COMMISSION ACTION <br /> The Planning Commission held a public hearing on April 23, 2014, to review the <br /> proposed project. Detailed information on this meeting is provided by Attachment 5, <br /> draft excerpts of the Planning Commission minutes. Two representatives from Citizens <br /> for a Caring Community expressed concern with the elimination of Windstar's 350 <br /> apartment units and with the modeling in the project's air quality assessment. After <br /> receiving public testimony, the Commission recommended approval of the applications <br /> on a 3-0 vote subject to staffs recommended conditions. <br /> DISCUSSION <br /> Staff is pleased with the site layout and building design and believes that all of the <br /> project's impacts have been adequately mitigated. The attached Planning Commission <br /> staff report presents a more thorough discussion of the project, including: General Plan <br /> conformity, zoning and uses, consistency with State housing law, site plan, traffic and <br /> circulation, parking, noise, architecture and design, grading and drainage, signage, <br /> Green Building, Climate Action Plan, landscaping, tree removal, public's use of the <br /> private landscaped area, and development agreement. This report includes additional <br /> discussion regarding the air quality assessment and its modeling. <br /> Air Quality Assessment <br /> An air quality assessment was conducted for the project (Attachment 4, Exhibit B) to <br /> determine whether the proposed project could result in potentially significant air quality <br /> impacts. Following the Bay Area Air Quality Management District's (BAAQMD) <br /> California Environmental Quality Act Air Quality Guidelines, the air quality assessment <br /> determined that the project's operational emissions would not exceed BAAQMD's <br /> significance thresholds and would be considered a less-than-significant impact. With <br /> respect to construction-related air quality impacts, the air quality assessment <br /> determined that construction-related emissions would not exceed BAAQMD's <br /> significance thresholds, but indicated that nearby receptors could be impacted by dust <br /> generated during construction activities unless mitigation measures are implemented to <br /> reduce dust generated by the project (e.g., water unpaved access roads twice daily, <br /> cover all trucks transporting soil, limit vehicle speeds on unpaved roads to 15 mph, <br /> etc.).
