3. Make the PUD findings for the proposed development plan as stated in the April 23, <br /> 2014, Planning Commission staff report (pages 21-24 in Attachment 8); <br /> 4. Introduce the draft ordinance approving Case P14-0590, the Development <br /> Agreement for the project(Attachment 3); and <br /> 5. Introduce the draft ordinance approving Cases PUD-104 and PUD-81-22-14M (PUD <br /> rezoning, major modification, and development plan), subject to the Conditions of <br /> Approval, Exhibit"A" (Attachment 1). <br /> FINANCIAL STATEMENT <br /> The applicants would be responsible to pay the costs of any required utility or <br /> infrastructure improvements for the project. The project would incrementally increase <br /> the demand for City services and would add property and sales tax revenue. A fiscal <br /> impact analysis report prepared for the project (Attachment 4) determined, using <br /> conservative revenue and expenditure assumptions, that the net fiscal balance to the <br /> City would be positive (approximately $172,000 annually). Additionally, the applicants <br /> would construct a police substation in the BART garage for use by the Pleasanton <br /> Police Department and BART Police. Funding for this is provided through the <br /> Development Agreement. <br /> BACKGROUND <br /> Workday, Inc. is a cloud-based software company that currently occupies space at 6230 <br /> Stoneridge Mall Road in the Pleasanton Corporate Commons office complex and 6130 <br /> Stoneridge Mall Road in the adjacent Stoneridge Corporate Plaza office complex. <br /> Stoneridge Corporate Plaza was purchased in 2012 by NPC holdings, LLC which is <br /> owned by Workday's co-founder, Dave Duffield. Workday has recently signed a long- <br /> term lease with BART to develop BART's 6.9-acre portion of land next to the West <br /> Dublin/Pleasanton BART station and parking garage. Workday intends to construct an <br /> office building, parking garage, and other related site improvements on the BART <br /> property and construct a parking garage and other related site improvements at <br /> Stoneridge Corporate Plaza. <br /> This project was reviewed by the Planning Commission at a workshop held on February <br /> 12, 2014, and at a regular meeting held on March 23, 2014. For a detailed description <br /> of the discussion at these meetings, please see the attached Planning Commission staff <br /> reports and minutes. The project is now before the Council for final decision. <br /> SITE DESCRIPTION <br /> The proposed project is located on two sites: the approximately 25.4-acre Stoneridge <br /> Corporate Plaza property located at 6120-6160 Stoneridge Mall Road and the <br /> approximately 6.9-acre BART property located at 6110 Stoneridge Mall Road (see <br /> Figure 1 on the following page). <br /> Stoneridge Corporate Plaza was developed between 1985 and 1998 and currently <br /> contains five multi-story office buildings totaling approximately 567,573 square feet.. <br /> The adjacent 6.9-acre BART property is located adjacent to the BART parking garage <br /> and electrical substation.
