It requires open <br /> and transparent public processes to allocate funds, annual independent audits, an <br /> independent watchdog committee made up of people who live in Alameda County, and <br /> annual compliance reports to the public that detail costs, including strict limits on <br /> administrative expenses, and document how specific performance measures are met. <br /> The Independent Watchdog Committee and Alameda CTC will evaluate performance <br /> and cost-effectiveness of projects funded in the 2014 Plan as they are being <br /> implemented. <br /> A key feature of the local transportation sales tax is that it cannot be used for any <br /> purpose other than local transportation needs.
