63. In accordance with measure VQ-3.2, the project developer shall design lighting <br /> systems to provide appropriate light illumination for the proposed project and <br /> protect surrounding uses from spillover light and glare by incorporating the <br /> following guidelines and specifications: <br /> a. Prior to the issuance of a building permit, a lighting plan that includes <br /> specifications for pylon signs, monument signs and exterior lighting <br /> shall be submitted for review and approval by the Director of <br /> Community Development. The plan shall include a photometric <br /> diagram, prepared by a certified lighting professional, showing <br /> predicted maintained lighting levels produced by the proposed lighting <br /> fixture facilities that achieve the following during hours of operation: <br /> i. The first row of light standards shall not exceed a foot candle level <br /> of 50.0 by the northern boundary and 35.0 by the eastern and <br /> southern boundaries as measured at ground level. <br /> ii. The foot candle level for the remainder of the project site shall not <br /> exceed 10.0 foot candles as measured at ground level, except: <br /> • In designated display areas where merchandise is <br /> presented to customers, the foot candle level may be up to, <br /> but not exceed, 30.0 at ground level; and <br /> • At the senior continuing care community, foot candle spill <br /> over from the project site shall not exceed 1.0 foot candle at <br /> ground level. <br /> iii. Lighting fixtures for automobile sales and services shall not exceed <br /> 25 feet in height, for ground mounted poles. <br /> iv. Unless otherwise approved by the Director of Community <br /> Development, lighting fixtures for parking and security purposes <br /> within the project site that are adjacent to the senior continuing <br /> care community shall not exceed 14 feet in height and shall <br /> be fully-shielded to reduce spill light directly on to the <br /> residences at the community. <br /> b. During non-operational evening hours, all exterior parking lot lighting <br /> levels shall be designed such that they do not exceed 10 foot candles. <br /> The lighting plan submitted to the Building and Safety Division with plan <br /> check plans shall be modified to comply with these measures. <br /> 64. In accordance with measure VQ-3.3, all interior lighting shall be turned off during <br /> non-operational evening hours, with the exception of lighting needed for security <br /> reasons. <br /> 65. In accordance with measure AQ-2.1, the applicant shall implement the following <br /> mitigation measures during all construction phases to reduce impacts associated <br /> PUD-98, CarMax Auto Superstores Page 10 <br />
