A summary of the applications received by the January 27 deadline is included in
Attachment 1, Table A. The original applications were received and reviewed by the
Human Services Commission and the Housing Commission at their March meetings
based on the criteria included in the HHSG guidelines.
Analysis of HHSG Applications
Table A in Attachment 1 provides a summary of Commission and staff
recommendations for consideration in allocating HHSG funds for the FY2014 grant
funding cycle. The applications received are categorized by type (and requested
funding amount) as shown below:
Summary of HHSG Grant Applications by Type
Category $$Requested
Capital/Rehab $694,200(62%)
Public Services $307,860(27%)
Housing Services $125,799(11%)
Total: $1,127,859
As in prior years, staff is pleased with the quality of applications received and the extent
to which they demonstrate the broad scope of services provided to the community.
The review process followed by the Housing Commission (HC) and Human Services
Commission (HSC) was generally similar to last yea As begun last year, the HSC
utilized a computer software program as an additional means of rating and evaluating
grants. In addition, the HSC evaluated projects against the funding priorities it adopted
in November 2013:
• Projects that prioritize the "critical needs" identified in the recently adopted "2011
Human Services Needs Assessment" (Workforce Development/Job Training,
Healthcare and Behavioral Health, Disability Services and Access, Food and
Nutrition, Youth Services, Senior Services).
• Projects that prioritize the "barriers to service delivery" identified in the Needs
Assessment (marketing and publicity campaign that provides consumers with
additional education and information about the agencies programs and services;
coordination and collaboration with other service providers; access and utilize "un-
tapped" resources; remove barriers that limit access to services and participation,
e.g., language, time, cost, transportation, etc.).
To incorporate and address these priorities, staff developed a funding recommendation
that formed the basis for the HSC's discussion and consideration during the March 5
meeting. As an outcome to this process, the Commission was able to review various
funding options that enabled it to make its recommendations.
Page 3
