www.pleasantonwaterconservation.com, which provides useful water reduction <br /> strategies and incentive programs, drought updates, and watering restrictions and <br /> penalties. The City has also reassigned staff to provide on-site assistance to residents <br /> and businesses to reduce water usage (e.g. reprogram irrigation systems, free low flow <br /> shower heads and faucet aerators, etc.). Water reduction information will be mailed to <br /> each water customer, conservation guidelines and programs discussed in local <br /> newspapers and radio spots, flyers and signage at City facilities, informational booths at <br /> City and public events, and social media outreach. These services and informational <br /> outreach will continue to be expanded, as well as coordinated with other local agencies. <br /> In tandem with the proposed declaration of the Stage 3 water shortage, staff is also <br /> recommending that the City Council proclaim a Local Drought Emergency. Local <br /> emergencies may be declared pursuant to Municipal Code Chapter 2.44 [Emergency <br /> Organization] and California Government Code §§8630 et. seq. Due to the critically <br /> reduced water supplies and continued extremely dry weather, the protection of the <br /> public health, safety and welfare support the declaration of a Local Drought Emergency. <br /> This will provide needed flexibility to respond to quickly changing situations involving fire <br /> safety, water availability for fire service, some flexibility to obtain needed supplies or <br /> resources if the City Council is not available to hold special meetings during the <br /> summer, and the authorization to collaborate with other local agencies on critical <br /> drought issues. <br /> If the City Council proclaims a Local Drought Emergency, staff will return approximately <br /> every thirty (30) days to update the situation as required by State law. <br /> The final item related to water conservation is a proposed amendment to the Municipal <br /> Code to prohibit outdoor irrigation when it is raining.
