charges have been paid, together with applicable charges as provided in the master fee schedule, <br /> and until a security deposit is established pursuant to Section 14.04.075. When any person's <br /> premises have been disconnected from the water system under the provisions of this subsection, <br /> the director shall inform him or her of the reason for the disconnection and of his or her right of <br /> appeal under this chapter. <br /> 15.12.080 Recovery of delinquent fees and charges. <br /> An action may be brought in the name of the city in any court of competent jurisdiction against <br /> the person who occupied the property when the service was rendered or the deposit became due, <br /> or against any person guaranteeing payment of bills at the time the service becomes delinquent <br /> for the collection of any delinquent charges and all penalties thereon provided for in this <br /> chapter. For situations involving significant delinquent charges which have been unpaid for a <br /> long period of time involving accounts where sewer service was requested by the property <br /> owner, the director may impose a lien on the property for the delinquent charges plus penalties as <br /> provided in California Government Code §43008. <br /> 18.20.010 Projects subject to design review. <br /> In order to preserve and enhance the city's aesthetic values and to ensure the preservation of the <br /> public health, safety, and general welfare, the following projects shall be subject to discretionary <br /> design review. <br /> A.The planning commission is empowered to review and make decisions concerning the <br /> following classes of projects: <br /> 1. All outdoor uses, new improvements and structures, or expansions thereof, <br /> proposed within all zoning districts except the PUD district. <br /> 2. Any matter referred to it by the zoning administrator for decision. <br /> 3. Appeals of items acted upon by the zoning administrator. <br /> B.The zoning administrator shall review and make decisions concerning the following <br /> classes of projects: <br /> 1. All accessory structures which exceed 10 feet in height, measured from average <br /> ground level to the highest point on the structure. <br /> 2. Additions to single-family houses which exceed 10 feet in height, as height is <br /> defined in this title. <br /> 3. Fences, walls, and hedges greater than six feet in height, as height is defined in <br /> this title. <br /> 4. All models of single-family projects. <br /> 5. All custom single-family homes. <br /> 7 <br />
