Adopt a resolution approving Case P13-2518, Sign Design Review, subject to the <br /> Conditions of Approval, Exhibit"A-2" (Attachment 2); <br /> FINANCIAL STATEMENT <br /> The project is expected to generate an excess of tax revenues over its impact on the cost, <br /> of public services. These excess property and sales tax revenues would be used to <br /> provide services, such as police, fire, etc. The applicant would have to also pay <br /> development impact fees (e.g., public facilities fee, traffic fees, water/sewer connection <br /> fees, etc.) that are used to pay for the cost of new City facilities and infrastructure <br /> necessitated by development. <br /> BACKGROUND <br /> CarMax Auto Superstores has submitted for Planned Unit Development (PUD) and Sign <br /> Design Review applications for the development of an automobile dealership on <br /> approximately 19.66 acres of the 37-acre Auto Mall site at Staples Ranch. <br /> The Stoneridge Drive Specific Plan Amendment/Staples Ranch (Specific Plan) was <br /> adopted by City Council on August 24, 2010, and is applicable to the subject site The <br /> Specific Plan contains design standards for properties subject to the Specific Plan, and <br /> includes the Mitigation Monitoring and Reporting Program. <br /> This project was reviewed by the Planning Commission at a workshop held on February 12, <br /> 2014, and at a regular meeting held on April 9, 2014. For a detailed description of the <br /> discussion at these meetings, please see the attached Planning Commission staff reports <br /> and minutes. The project is now before the Council for final decision. <br /> SITE DESCRIPTION <br /> The approximately 37-acre Auto Mall site is located north of Stoneridge Drive and the <br /> Neighborhood Park, south of Interstate-580, east of the Continuing Life Communities (CLC) <br /> site, and west of El Charro Road. Of the 37 acres, the applicant proposes to develop <br /> approximately 19.66 acres located adjacent to the Continuing Life Communities site <br /> Figure 1 provides a vicinity map of the area. <br /> Page 2 of 11 <br />
