THE CITY OF -L_- CITY COUNCIL AGENDA REPORT <br /> pLEASANTONo <br /> May 6, 2014 <br /> Community Development <br /> Planning Division <br /> TITLE: PUD-98 AND P13-2518 — CONSIDER: (1) INTRODUCTION OF AN <br /> ORDINANCE APPROVING A PLANNED UNIT DEVELOPMENT (PUD) <br /> DEVELOPMENT PLAN TO CONSTRUCT AN AUTOMOBILE.DEALERSHIP <br /> CONSISTING OF AN APPROXIMATELY 11,783-SQUARE-FOOT SALES <br /> AND PRESENTATION BUILDING, AN APPROXIMATELY 45,000- <br /> SQUARE-FOOT SERVICE BUILDING, AN APPROXIMATELY 3,930- <br /> SQUARE-FOOT QUALITY CONTROL BUILDING AND NON-PUBLIC CAR <br /> WASH, VEHICLE SALES DISPLAY AREA, AND RELATED SITE <br /> IMPROVEMENTS ON APPROXIMATELY 19.66 ACRES OF THE AUTO <br /> MALL SITE AT STAPLES RANCH; AND (2) SIGN DESIGN REVIEW FOR <br /> RELATED PROJECT SIGNAGE <br /> SUMMARY <br /> The applications are for an automobile dealership consisting of an approximately 11,783- <br /> square-foot sales and presentation building, an approximately 45,000-square-foot service <br /> building, an approximately 3,930-square-foot final quality control building and non-public <br /> car wash, vehicle sales display area, project signage, and related site improvements on <br /> approximately 19.66 acres of the Auto Mall site at Staples Ranch. <br /> PLANNING COMMISSION RECOMMENDATION <br /> On April 9, 2014, the Planning Commission recommended approval of the PUD <br /> development plan and Sign Design Review applications subject to the conditions shown in <br /> Exhibit A-1 and Exhibit A-2 (Attachments 1 and 2, respectively). <br /> RECOMMENDATION <br /> 1. Find that the conditions described in CEQA Guidelines Section 15162 have not <br /> occurred as described in the Addendum to the EIR and SEIR and find that the <br /> previously prepared EIR and SEIR, including the adopted CEQA Findings and <br /> Statement of Overriding Considerations, and the Addendum to the EIR and SEIR are <br /> adequate to serve as the environmental documentation for this project and satisfy all the <br /> requirements of CEQA; <br /> 2. Find that the proposed PUD development plan is consistent with the General Plan; <br /> 3. Make the PUD findings for the proposed development plan as stated in the April 9, <br /> 2014, Planning Commission staff report (pages 21-23 in Attachment 5); <br />
