Construction Inc. in the amount of $212,227 for said <br /> project; authorized the City Manager to approve and execute purchase orders for the purchase of <br /> sod through CourseCo, Inc. in the amount of $39,000 and JMP Golf Design Group for <br /> construction management services in the amount of $15,500; and authorized the Director of <br /> Operations Services to approve and execute change orders not to exceed 10% of the contract <br /> MOTION: It was m/s by Cook-Kallio/Narum to approve the Consent Calendar as submitted. Public Comment <br /> Mike Moran said the issues surrounding the current water crisis are complicated and require <br /> discussion. He cautioned that if the current call for a 20% voluntary reduction is successful; water <br /> revenues will decrease and create yet another unfunded, liability for the city. He noted that the <br /> peninsula:has instituted mandatory reductions and asked what plans the city has for enforcement if or <br /> when that should become necessary. He thanked staff for its presentation several weeks ago but <br /> doubted whether the Council is truly prepared to address the growing crisis. He suggested that the <br /> Council ask staff to return with an action plan for enforcement, should it come to that. <br /> Mayor Thorne said they had a very informative discussion with Zone 7 and East Bay Municipal Utilities <br /> District at the recent Tri-Valley Council meeting and suggested it might be helpful to organize a similar <br /> community discussion. <br /> Mr. Fialho suggested they discuss that under Matters Initiated. To Mr. Moran's comments, he said staff <br /> is developing both short and long term strategies for addressing the drought and expects to make a <br /> presentation to the Council at its first meeting in April. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 8. Continued Public Hearing: P13-2028, Anil and Divya Reddy - Consider an Appeal of a Planning <br /> Commission decision regarding a Design Review approval to evaluate the conformance of an <br /> existing single-family residence located at 3737 West Ruby Hill Drive in the Ruby Hill <br /> Development to the Ruby Hill Architectural Design Guidelines—matter withdrawn <br /> 9. Review and discuss the Regional Housing Need Allocation (RHNA) Numbers and the City's ability <br /> to accommodate its share; and update on the East Pleasanton Specific Plan Process <br /> Planning Manager Stern presented the staff report. She provided a brief background on state planning <br /> laws, which require each city to update its General Plan's Housing Element to address its RHNA <br /> obligation for each planning period. The Housing Element consists of a number of programs, policies <br /> and analyses related to population and employment trends, household characteristics, governmental <br /> and non-governmental constraints, and efforts to remove those constraints. Pleasanton completed its <br /> most recent update in 2012, albeit belatedly, and is now moving into the next update covering the 2014- <br /> 2022 planning period.
