BACKGROUND <br /> The Wastewater Master Plan, 2007, identified the Stoneridge Mall Bypass project to be <br /> a medium-term project that constructs 850 feet of 8 inch pipeline bypassing the existing <br /> Stoneridge Mall sewer between Canyon Way to near Deodar Way. Subsequent <br /> development and improvements on other sections of the existing sewer servicing the <br /> Stoneridge Mall area have reduced the project scope. The existing sewer servicing the <br /> Stoneridge Mall area circles the entire mall under Stoneridge Mall road with exception of <br /> 202 linear feet. There are two separate connections to the main trunk line sewer <br /> servicing the Stoneridge Mall area but the existing sewer around the mall is not <br /> interconnected. <br /> DISCUSSION <br /> This project installs the missing 202' of sewer main providing for a completed loop <br /> around the Stoneridge Mall, interconnecting the two outlets to the trunk line sewer. The <br /> installation of the Bypass line provides redundancy to the sewer system to prevent and <br /> reduce any potential sewer overflows. The project also provides greater flexibility to <br /> maintain and service the existing sewer line. <br /> Bids <br /> Sealed bids for this project were opened on March 24, 2014. There were four bids <br /> received, ranging from $42,000 to $69,730 (see Attachment 1, Bid Summary). The <br /> engineer's estimate for this project was $35,000. <br /> The low bid of $42,000 was received from Sanact, Inc. dba Roto-Rooter of Livermore, <br /> California. Since all bid documents were found to be in order and past work performed <br /> by this contractor was verified to be satisfactory, staff is recommending award of the <br /> construction contract to this firm. <br /> Budget <br /> Staff recommends that the construction contingency amount for this project be set at <br /> $4,200, 10% of the construction contract, to account for potential unforeseen conditions <br /> that could become apparent during construction. <br /> Schedule <br /> The proposed schedule for the subject project is as follows: <br /> Approval of Plans and Specifications and Award of Contract April 15, 2014 <br /> Start of Construction May 2014 <br /> End of Construction June 2014 <br /> Page 2 of 3 <br />
