April 15, 2014 Community Development Engineering Division TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS AND AWARD CONTRACT TO SANACT, INC. DBA ROTO-ROOTER IN THE AMOUNT OF $42,000 FOR THE STONERIDGE MALL SEWER BYPASS PROJECT, CIP NO. 102018 SUMMARY' Bids have been received for the subject project for the installation of an 8" sewer bypass line between two existing manholes for the sewer servicing the Stoneridge Mall area. Staff is recommending award of the construction contract to the lowest responsible bidder Sanact, Inc. dba Roto-Rooter, in the amount of $42,000. The project includes the installation of 202 feet of 8 inch sewer main and modification of two existing manholes. RECOMMENDATION 1. Approve plans and specifications for this project. 2. Review the bids received and award the contract for the project to Sanact, Inc. dba Roto-Rooter of Livermore, California, for a low bid amount of$42,000. 3. Authorize the City Manager to enter into the project contract. 4. Authorize the Director of Community Development to approve and execute any required contract change orders to address unanticipated project conditions for a not-to-exceed amount of$4,200 (10% of the contract). FINANCIAL STATEMENT The anticipated total expenditure for this project is $46,461, including a construction contingency of $4,200 for unforeseen items and other construction related services. Funding for the Stoneridge Mall Sewer Bypass project, CIP No. 102018, was included in the FY 2010/11 Capital Improvement Program (CIP) budget. A summary of funding and estimated expenditures is presented in Attachment 2.
