BACKGROUND <br /> This project is part of the City's on-going maintenance program to replace aging <br /> underground water facilities that have a potential for breakage and leaks. This project <br /> was high on the City's priority list due to the poor condition of the existing 12" asbestos <br /> cement pipe water main installed in the early 1960's and the timing of the upcoming <br /> resurfacing project along Johnson Drive. <br /> On September 3, 2013, City Council awarded the construction contract to Mozingo <br /> Construction, Inc in the amount of $547,357. The City Council also authorized the <br /> Director of Community Development to approve and execute required contract change <br /> orders to address unanticipated project conditions for a not-to-exceed amount of <br /> $82,105. <br /> DISCUSSION <br /> There were five construction change orders issued for the project resulting in a net <br /> decrease of $8,796.53 which is approximately 1.6% of the original contract amount. <br /> Change orders included: reimbursement for the delay caused by unmarked utilities; <br /> thicker AC pavement sections encountered at some of the trenches; swap out of a new <br /> 6" tee with an 8" tee due to incorrect pipe size shown on previous record drawings; the <br /> installation of mechanical joint sleeves at all siphon locations; and line item quantities <br /> generally less than originally estimated. <br /> Total project expenditures are $561,796 (see Attachment 1, for Funding and <br /> Expenditure Summary). A total unspent balance of $358,204 is remaining and staff <br /> recommends this balance be returned to the Water Replacement Fund balance. <br /> All of the contract work has been completed to the City's satisfaction.
