BACKGROUND <br /> The Annual Curb and Gutter Replacement project consists of removing and replacing <br /> curb and gutter to improve drainage flow and removing and replacing damaged <br /> sidewalks that are potential tripping hazards. It also includes the installation of <br /> Americans with Disabilities Act (ADA) ramps for accessibility. The locations are <br /> coordinated with this year's annual street resurfacing program (see Attachment 1 for <br /> project locations). <br /> This project consists of removing and replacing 351 SF of sidewalk that presents <br /> potential tripping hazards, 803 LF of curb and gutter that has cracks and drainage <br /> problems, and installing 74 new intersection ramps for ADA accessibility. <br /> DISCUSSION <br /> Bids <br /> The engineer's estimate for the project was calculated at $235,000. Sealed bids were <br /> opened on March 12, 2014. Seven bids were received that ranged from $208,573.00 to <br /> $391,456.05 (see Attachment 2). The low bid was received from Breneman, Inc. of <br /> Walnut Creek, California. A bid was received from AME Contracting, but was missing a <br /> bid schedule, therefore it was considered as non-responsive. The total bid amount from <br /> J.J.R. Construction was adjusted from $238,938.04 to $254,711.04 due to a calculation <br /> error. This adjustment does not change the order of bids. All other bid documents <br /> were found to be in order and past work performed by Breneman, Inc. was verified to be <br /> satisfactory. Staff recommends award of the construction contract to Breneman, Inc. <br /> Budget <br /> Staff recommends that the contingency amount for this project be set at 15% of the <br /> construction contract due to potential expansion of project limits caused by defects that <br /> may become apparent during the demolition phase. A funding and estimated <br /> expenditure summary is included as Attachment 3. <br /> Schedule <br /> The proposed schedule for the project is as follows: <br /> Approval of Plans and Specifications/Award of Contract April 15, 2014 <br /> Start of Construction May 2014 <br /> End of Construction June 2014 <br /> Page 2 of 3 <br />
