The proposed code amendment would require that, where new cul-de-sac streets are <br /> planned, pedestrian and bicycle connections be provided to other paths, streets or <br /> destinations. There may be situations where such connections are infeasible because of <br /> topography, or not practical because there are no nearby paths, streets, or destinations <br /> with which to connect. In these cases the Director of Community Development would <br /> have the authority to make exceptions. <br /> As indicated in Exhibit A, two chapters in Title 19 (Subdivisions) are proposed for <br /> change. The definition of cul-de-sac in Chapter 19.08 would be expanded to enable the <br /> extension of pedestrian, bicycle, and emergency vehicle access. Also a subsection <br /> would be added to the design standards in Chapter 19.36 requiring such access unless <br /> determined infeasible by the Director of Community Development. <br /> OUTREACH AND PUBLIC NOTICE <br /> A notice regarding the proposed code amendment and related Planning Commission <br /> public hearing was published in The Valley Times on February 15, 2014. <br /> ENVIRONMENTAL ASSESSMENT <br /> The adoption of the 2012 Climate Action Plan was part of the project which was <br /> described in the Supplemental Environmental Impact Report certified by the City <br /> Council on January 4, 2012. The proposed amendment to the Pleasanton Municipal <br /> Code shown in Exhibit A constitutes implementation of Action LU3-6 of the Climate <br /> Action Plan and is therefore consistent with the project as described and analyzed in the <br /> certified SEIR. Therefore, no further environmental assessment need be conducted to <br /> adopt this code amendment. <br /> CONCLUSION <br /> The proposed text amendment would improve the efficiency of the circulation system by <br /> promoting better access for pedestrians and cyclists, thereby reducing auto use and the <br /> associated emissions.
