Resolution to Amend the ontract with Zone 7 to Suspend Independent Quota. <br /> C p p <br /> The right to pump a specified quantity of local groundwater was granted by the State <br /> Water Board in 1958 to the City (as successor to the Pleasanton Township County <br /> Water District) and Zone 7 by Water Rights Permit No. 11319. The City and Zone 7 <br /> subsequently entered into a contract in 1968 (amended in 1971) addressing water <br /> supply, including groundwater pumping limits called the "Independent Quota". <br /> As a result of the current drought, the State Water Project has advised Zone 7 that its <br /> water allocation will be significantly decreased. The State Water Project typically <br /> provides 80% of Pleasanton's water supply, with the remaining 20% from groundwater. <br /> The City and Zone 7 desire to suspend some of the groundwater pumping limitations to <br /> supplement available water. The proposed amendment (Attachment 2) allows <br /> Pleasanton to increase the amount of groundwater it pumps (while still within the permit <br /> limits), and not pay any recharge fee. This additional groundwater will reduce demand <br /> on Zone 7's limited water supply. The suspension of the independent quota will only <br /> remain in effect during a declared drought. <br /> Subm'° d : .
