Focused on the planning <br /> and environmental,processes,interviewed key staff,developed a <br /> profile and diagnostic report,and developed a list of <br /> recommendations including best practices for the district to consider <br /> to reduce costs and improve service delivery. <br /> • Specific roles at San Jose State University included acting as the <br /> consulting advisor to the Institute for Metropolitan Studies; serving as <br /> alumni chair and advisor to the Urban and Regional Planning <br /> Program; and helping to lead alumni efforts to develop and fund new <br /> planning courses,including a Planning and Private Development <br /> Certificate Program. <br /> San Benito County,California; Director of Planning and Building <br /> • Directed the County's land use,development,growth management, <br /> and resource protection activities.Responsible for guiding urban and <br /> rural development in the unincorporated areas of the county with the <br /> Planning, Building, Housing,GIS,and Code Enforcement team; <br /> administered the County's General Plan,environmental procedures, <br /> related codes,ordinances,and policies; and developed and managed <br /> work scopes,schedules,and budgets for complex land use projects <br /> and programs, including detailed EIRs and consultation with <br /> regulatory agencies. <br /> • Initiated audit of department operations and implemented <br /> improvements to meet a number of permit streamlining priorities set <br /> by the CAO and the Board of Supervisors.Improved planning staffs <br /> ability to process more complex projects and better coordinate reviews <br /> with other County departments. Helped organize and then managed a <br /> cost-recovery applicant billing system for new projects. Simplified a <br /> number of zoning and subdivision code items to help expedite project <br /> processing. Reviewed and recommended improvements to the <br /> County's growth management program. Led improvements to the <br /> County's environmental procedures for programs and projects. <br /> • Organized the County's review process to facilitate large-scale energy <br /> and other private projects. <br /> • Helped manage and collaborated on reviews of public and private land <br /> use projects and related EIRs involving agencies such as the City of <br /> San Juan Bautista,City of Hollister, San Benito County Water District, <br /> Gavilan College, and several local school districts. <br />
