ATTACHMENT 2 <br /> ARTHUR HENRIQUES <br /> Senior Consultant <br /> Mr. Hen.riques is a professional planner and department head level <br /> manager with over 25 years experience in public service. As former <br /> Director of Planning and Building for San Benito County, Mr. <br /> EDUCATION <br /> Masters in Urban and Regional <br /> Henriques directed all aspects of the County's land use, Planning,California State <br /> development growth management, and resource protection University,San Jose <br /> BA,double"major in <br /> initiatives. In this capacity he was instrumental in an audit of Environmental <br /> departmental operations and implemented improvements to meet a Studies/Psychology itStudies and <br /> Community Studies, university <br /> number of key permit streamlining priorities set by the County's of California,Santa Cruz <br /> Chief Executive Officer and Board of Supervisors. Mr. Henriques <br /> supervised all department staff, but also managed several high- <br /> profile projects for the County. He is familiar with applicant cost <br /> recovery systems, environmental procedures, and park and open <br /> space programs, and served as staff to the Planning Commission <br /> during his tenure. <br /> RELEVANT PROJECT EXPERIENCE <br /> Community Planning and Management Consultant <br /> • Specialties include strategic planning,land use and environmental <br /> planning,infrastructure planning,management audits,organizational <br /> transformation,interim assignments; developing and managing work <br /> scopes,schedules,and budgets for complex programs and projects; <br /> managing CEQA,NEPA, and other state and federal requirements <br /> related to project/program development; project/program planning <br /> and implementation,meeting facilitation, developing successful <br /> working relationships with applicants,agencies,regulatory agencies <br /> and the public; and managing private and public projects to permit <br /> entitlements and construction. <br /> • Led development and deployment of new technologies for local <br /> government; assisting schools,public and private universities,special <br /> districts, and nonprofits with infrastructure/capital planning, master <br /> planning,best practices,and lease/surplus property reuse; and <br /> collaborating on processes for intake and resolution of community <br /> concerns for public agencies and the private sector in Northern <br /> California. <br />
