BACKGROUND
The original two pools at the Aquatic Center, located at 4455 Black Avenue, were
constructed in 1968. The diving pool was added in 1976, and then in 1996, the facility
was expanded with a 50 meter pool and improved locker facilities. While this
improvement project was initially intended to include other improvements, for example, a
toddler pool and filtration improvements, lack of funding prevented these additional
improvements from being completed. Since that time, the CIP has included a number of
projects to address facility improvements but higher priorities have limited work at the
Aquatic Center to routine maintenance.
Two of the primary issues that faced the facility were the deteriorating concrete decks
and an inadequate filtration system. These issues were not only related to general
maintenance concerns but also represented a broader health and safety concern
associated with code requirements that mandated each pool have its own filtration
system.
DISCUSSION
On August 21, 2012, the construction contract for the Dolores Bengtson Aquatic Center
Renovation project was awarded to West Bay Builders, Inc. in the amount of$2,973,000
with a total project budget of $3,757,386. Funding for the project was provided in CIP
No. 087038. The project costs to the City for the Dolores Bengtson Aquatic Center
totaled $3,684,456 including construction contract change orders, the restoration of the
slide at the training pool, for Furniture, Fixtures and Equipment (FF&E), and various
other expenses. These expenditures included additional grading requirements,
screening and fencing needs, and expenses associated with grand opening activities.
Additionally, $33,424 is being retained in the CIP project to fund the replacement of the
badly aged floors in the existing locker rooms and other areas of the complex.
Staff recommends the remainder of the balance $39,506 be transferred to the Capital
Improvement Program Reserve project, CIP No. 068018.
The subject project is now ready for acceptance by City Council.
Submitted by: Fiscal Review: Approved by:
A/61-7
%,ulie Yuan iu Emily Aner Nelson Fialho
(Assistant City Manager/ Director of Finance City Manager
Director of Administrative Services
Attachments:
1.
