This option allows the planning process to continue pursuant <br /> to the City's commitment over 18 months ago when it began. <br /> We understand that the question is being raised because of the recent <br /> determination that the City may not need to rezone any land to meet their regional <br /> housing need (RHNA) requirements for the 2014-2022 planning cycle. However, the <br /> Specific Plan for the east side of Pleasanton is specified in the General Plan as being <br /> required before the area can develop. It is not a RHNA requirement. The development <br /> of this plan area may provide housing needed for future RHNA cycles but it is much <br /> greater than just that. The Specific Plan will guide and coordinate the land use pattern, <br /> providing design guidelines for each use while determining the roadways and other <br /> public infrastructure requirements and the implementation requirements for the <br /> development of this 1,000+ acre plan area. This is the essential planning document that <br /> has been in the works for numerous years. It should not be delayed at this critical point <br /> in the process and would likely also require the future reinvestment of considerable <br /> time, effort, and money on behalf of many parties.. It would be like stopping a baseball <br /> game in the bottom of the 7th inning. <br /> Kiewit has been actively seeking to develop its property since 2003. During <br /> these 11 years, we were first told that we needed to wait for the General Plan process <br /> to finish. In 2006, we received a letter from the City indicating they expected General <br /> Plan approval in summer of 2007 and they anticipated starting the Specific Plan process <br /> later in 2007. The General Plan was not approved until July 2009 at which time we <br /> inquired about beginning the process. We were told that the Housing Element was <br /> being updated and we should actively participate in this process.
