This is not a topic we have discussed at the Planning <br /> Commission and I am not writing in as a Planning Commissioner. <br /> Recommendation: Stop work on the EPSP and focus resources where we can continue to best enhance <br /> Pleasanton's financial health and quality of life. <br /> Rationale: <br /> 1) The original vision in the 2005 GP for East Pleasanton was"to create a valuable urban separator between Pleasanton <br /> and Livermore." (GP, page 2-11). The build out appeared to be envisioned as generally low intensity with much open <br /> space and with an R and D/industrial park. <br /> • Currently, there does not appear to be a near term need for a new business park on the east side. We have <br /> plenty of capacity remaining in Hacienda to meet near term needs. <br /> 2) The settlement agreement/2012 housing element drove a new vision for East Pleasanton -to help city meet expected <br /> 2014 RHNA requirements. <br /> 3) The reality is we have more than enough capacity to meet RHNA needs through at least 2022. It is unclear if we will <br /> ever need to rezone more land to meet RHNA. <br /> 4) We should protect our staff and community resources to support the most important work that will benefit our city in the <br /> foreseeable future <br /> • Continuing work on East Pleasanton now does not seem like the best use of our valuable city or community <br /> resources <br /> • Any work we do may be moot in 7-8 years as assumptions may shift significantly. <br /> • Our growth management plan may never allow a build out even close to what was required to pay for <br /> infrastructure costs so why waste time studying this now? <br />
