For example, Busch Road construction could move forward <br /> together with development of parcels immediately adjacent to Busch Road as a <br /> first phase, while the construction of El Charro Road and development of the <br /> surrounding property could follow as a later phase. <br /> • Postpone completion of the Specific Plan until a time closer to the 2022-2030 <br /> RHNA period. As no new housing sites are needed for the 2015-2023 Housing <br /> Element update, the planning effort for East Pleasanton would stop. The land <br /> south of Busch Road and north of Stanley Boulevard that is currently within the <br /> City of Pleasanton could be developed with industrial uses as allowed by the <br /> current zoning regulations, but no major infrastructure investments such as the <br /> extension of El Charro Road would be undertaken.
