BACKGROUND <br /> State Planning arid Zoning law requires each city and county government to regularly <br /> update its General Plan Housing Element to address its share of the regional housing <br /> need (RHNA). The Regional Housing Need numbers for the San Francisco Bay Area <br /> jurisdictions were adopted by the Association of Bay Area Government (ABAG) on July <br /> 18, 2013 (Attachment 1). <br /> The last Housing Element update was a major undertaking due to significant changes in <br /> State housing law since the adoption of the 2003 Housing Element and the need to <br /> rezone approximately 70 acres to allow high density multifamily development in order to <br /> adequately address our share of the regional housing need. For the 2014-2022 planning <br /> cycle, staff has been reviewing the City's existing inventory of housing sites to determine <br /> if it is adequate to meet our Regional Housing Needs Assessment. This report describes <br /> Pleasanton's RHNA for the 2014-2022 period and compares it to available sites and <br /> approved projects. <br /> REGIONAL HOUSING NEED FOR 2014-2022 <br /> The City's allocation for the 2014-2022 period by income group is as follows: <br /> Table 1: City of Pleasanton RHNA for 2014-2022 <br /> Very Low Low Moderate Above Moderate Total <br /> (0—50% AMI1) A51-80% AMI) (81-120% AMI) (120%+) <br /> 716 391 407 553 2,067 <br /> The Final RHNP, for all jurisdictions in the nine Bay Area counties is included in <br /> Attachment 1. <br /> AVAILABLE HOUSING SITES AND PROJECTS ENTITLED PRIOR TO THE START <br /> OF THE HOUSING ELEMENT UPDATE <br /> Housing Element law requires local governments to adequately plan to meet their <br /> existing and projected housing needs including their share of the regional housing need. <br /> In order to create a plan to meet housing need, State law requires the Housing Element <br /> include the following: <br /> • A review and evaluation of programs and policies in the previous element, looking <br /> at the effectiveness of the element and how the policies and programs could be <br /> amended and refined; <br /> • An analysis of population and employment trends; <br /> • An analysis and documentation of household and housing characteristics; <br /> • An inventory of land and an analysis of zoning and available public services; <br /> • An analysis of government and non-government constraints and efforts to remove <br /> them; <br /> ' Area Median Income <br /> Page 2 of 7 <br />
