BACKGROUND <br /> The Sidewalk Replacement project is an annual City program. The City's Streets <br /> Division identifies sidewalk areas that are potential tripping hazards. The City of <br /> Pleasanton's Engineering Division considers safety improvement, priority, proximity to <br /> other locations requiring work, scheduling of other street projects, and available budget <br /> when prioritizing locations to be improved each year. If there are missing or non- <br /> functional ramps adjacent to the sidewalk repair locations, the City installs Americans <br /> with Disabilities Act (ADA) compliant ramps. Damaged curb and gutter are also <br /> replaced adjacent to the sidewalk repair area for better drainage flow. <br /> This project consisted of removing and replacing 5,050 SF of sidewalk that presented <br /> potential tripping hazards and 206 LF of curb and gutter that had cracks and drainage <br /> problems, as well as installation of 33 new intersection ramps for ADA accessibility. <br /> Additionally 2,000 SF of sidewalk was installed on West Las Positas Boulevard to close <br /> a sidewalk gap to Foothill High school. Additional work was added near the Union <br /> Pacific Railroad crossing at West Angela Street after the railroad company replaced the <br /> rail crossing at this intersection. <br /> On September 3, 2013, Pleasanton's City Council awarded the contract to the lowest <br /> responsible bidder, Rosas Brothers Construction, in the amount of $146,430. Council <br /> authorized the Director of Community Development to approve change orders up to the <br /> project contingency amount of $22,000. The project has since been completed and is <br /> ready for acceptance. <br /> Budget <br /> Funding for the project was provided in the Annual Sidewalk Replacement project, CIP <br /> 125012. Change orders totaling $21,317.50 were due to additional curb and gutter <br /> replacement requests from the Streets Division, an additional ramp installed at Peters <br /> and Division Street that was requested by the Traffic Division, and the installation of a <br /> hand rail near Stoneridge Drive for pedestrian safety. Additionally, an engineering <br /> survey ($2,345) to prepare for design of improvements at Hopyard Road/Golden Road <br /> was charged to this project as the construction of the improvements was originally <br /> intended to be completed with the next Annual Sidewalk Replacement project. Since <br /> that time it has been determined that the scope/cost of the Hopyard Road/Golden Road <br /> improvements will necessitate a separate project. The total spent, including the survey <br /> work, exceeds the approved annual project amount by $1,737, but is within the <br /> available funded amount in CIP No. 125012. The balance remaining in CIP No. 125012 <br /> is $19,599, which staff recommends returned to the Streets CIP fund balance.
