total project (up to the 150 unit maximum) shall be <br /> the "project" judged by the City Council. A single <br /> developer may receive development approval for a <br /> maximum of fifty (50) units in any one allocation <br /> period, which may be in one or more proposed projects. <br /> A single developer may apply for an unlimited number <br /> of units; if more than fifty (50) units qualify for <br /> development, the developer may choose which of his <br /> proposals he wishes to develop, subject to the fifty <br /> (50) unit maximum. <br /> <br />Section 6. That subsection (c) be added to Section 2-20.08 <br /> (Eligibility Requirements for Project..) to read as follows: <br /> <br /> (c) Phased Projects. Projects may be proposed for multi- <br /> year approval and the City Council may grant such approval <br /> in accordance with the following procedures: <br /> (1) Any developer wishing multi-year approval may <br /> apply for such approval as a part of the RAP <br /> application. <br /> (2) No more than three (3) years' approval shall be <br /> given and the maximum number of units per year <br /> shall be fifty (50) units. <br /> (3) At no time shall the number of units in approved <br /> multi-year projects exceed 150 units. <br /> (4) Any project receiving multi-year approval shall <br /> complete all capital improvements for which it has -- <br /> received RAP points as part of its first phase of <br /> construction. <br /> <br /> The decision whether to grant multi-year approval to a <br /> project is soley at the Council's discretion, subject <br /> to the above limitations. <br /> <br />Section 7. That Section 2-20.14 (Lapse of Development Approval) is <br />amended by adding the following language: <br /> <br />"In the event a project receives multi-year approval, the <br />first phase of the project shall have one and one-half <br />years from the date of receipt of development approval to <br />commence building, the second phase shall have two and <br />one-half years from this date, and the third phase three <br />and one-half years. Lapse of development approval for any <br />phase of aproject shall also cause all subsequent phase <br />development approvals to be of no further force or effect." <br />Section 8. That Section 2-20~21 (Special Exemptions.). in its. <br />entirety to read as follows: <br /> Amend Section 2-20.21 in its entirety to read: ~. <br /> <br /> Special Exemptions. Section 2-20.04 and 2-20.05 notwith- <br /> standing, a special exemption fr.om the Residential Allocation <br /> Program shall be granted to the following classes of project~ <br /> when the specific requirements of that class and the <br /> general requirements for special exemptions are met. <br /> <br /> -2- <br /> <br /> <br />
