Councilmember Cook-Kallio confirmed with staff that the 189 homes in the plan area built prior to 1942 <br /> are still subject to the consultant's survey and that it is likely far fewer homes would be deemed historic. <br /> She said she could support the proposed date. <br /> Vice-Mayor Pentin said he could support the task force recommendation but would like the cutoff <br /> reviewed and possibly updated every ten years. <br /> Councilmember Brown supported the task force recommendation, citing 1942 as a natural break in <br /> building styles and construction techniques. <br /> Councilmember Narum concurred with the Vice-Mayor's recommendation. <br /> MOTION: It was m/s by Thorne/Brown to adopt 1942 as the cutoff year for historical significance. <br /> Motion carried by the following vote: <br /> Ayes: Councilmembers Brown, Cook-Kallio, Narum, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> Adopt new definition for"demolition" <br /> Councilmember Narum stated that the Planning Commission struggled with the current definition on <br /> several applications. She recognized that the proposed definition is not perfect but indicated her <br /> support, with the hope that staff can be flexible enough to allow for modification if needed. <br /> Councilmembers Brown and Cook-Kallio and Mayor Thorne also stated their support. <br /> Vice-Mayor Pentin said he saw no cause to change the current definition. He cited one example of a home whose integrity was lost through remodels to the point <br /> that it was not longer historic; however city policy said it could not be demolished. The proposed <br /> amendment will align this neighborhood with the rest of the plan area in terms of protections. <br /> MOTION: It was m/s by Pentin/Cook-Kallio to amend Specific Plan Policies to eliminate outright <br /> prohibition of demolition of homes in the Ray St./Spring St. neighborhood.
