Facility Funding and Implementation <br /> Due to the overall scope of the improvements outlined in the Master Plan it does not <br /> include specific or overall cost estimates. However, it identifies funding options which <br /> include traditional sources such as development impact fees, grants and development <br /> agreements with private developers, as well as alternative funding options including <br /> non-profit foundations, user fees, bonds, corporate sponsorships, adopt-a-park <br /> programs, special assessment districts. While the City has had significant success <br /> with financing capital expansion and renovation, the recommendation in the Master <br /> Plan will require additional prioritization and an extended time frame for the City to <br /> complete. <br /> CONCLUSION <br /> RJM Design Group, Inc., has recently completed the Parks and Recreation Master Plan <br /> which ultimately creates a long range vision for the provision of parks and recreation <br /> within a flexible framework that can also be responsive to changes in technology, life <br /> style and recreational preference. RJM Design Group, Inc., along with staff will present <br /> the document and its process to the City Council and the Parks and Recreation <br /> Commission at their joint workshop on February 24, 2014.
