AND GATES + ASSOCIATES FOR $751,766 <br /> FOR SERVICES RELATED TO PREPARATION OF AN EAST <br /> PLEASANTON SPECIFIC PLAN AND ENVIRONMENTAL IMPACT REPORT <br /> SUMMARY <br /> The Pleasanton General Plan calls for preparation of a specific plan for East Pleasanton <br /> in order to provide detailed planning guidance for this area where sand and gravel <br /> extraction recently ceased. Staff has negotiated an agreement with Rasmussen Planning <br /> Inc. (RPI) and Gates + Associates (GATES) for services related to the East Pleasanton <br /> Specific Plan project, including preparation of an East Pleasanton Specific Plan and <br /> Environmental Impact Report (EIR). Under the terms of its agreement, RPI and GATES <br /> would assist staff with community engagement and draft land use and circulation <br /> alternatives and draft a Specific Plan and EIR for East Pleasanton. Under the <br /> agreement, RPI and GATES would prepare an East Pleasanton Specific Plan and would <br /> simultaneously prepare a market and fiscal analysis and related environmental work, <br /> including an EIR to inform the Specific Plan effort. <br /> RECOMMENDATION <br /> 1. Authorize the City Manager to execute a Professional Services Agreement with <br /> Rasmussen Planning Inc. and Gates + Associates, in the amount of $751,766 for <br /> services related to preparation of an East Pleasanton Specific Plan and EIR. <br /> FINANCIAL STATEMENT <br /> The cost of $751,766 would be paid by the landowners in the East Pleasanton Specific <br /> Plan Area. Planning review and administration will be conducted by staff and is part of <br /> the Advance Planning budget. <br />
