WORKPLAN
zone and also improve water quality through the diversion and bioretention
of storm flows in Lake I,Lake H,and Cope Lake.
FCS will conceptually quantify the pre- and post-development runoff from
the Specific Plan Area. This scope assumes that hydrologica.studies
prepared for Zone 7,Legacy Partners, and Kiewit will be made available and
will provide information at a sufficient level of detail to support the
programmatic analysis. Based on the availability of this information, the FAR
will qualitatively evaluate the potential for the proposed project to result in
significant hydrologic impacts, and will incorporate the sustainable
infrastructure components recommended by the Planning Team.
FCS has experience with complex watershed and understanding the
relationships of flood potential in urban areas;therefore,to insure conformity
of the proposed project with applicable water quality regulations,We will
articulate these relationships and mitigation measures for hydrolop, and
water quality impacts shall be recommended,if needed.
Land Use: FCS is familiar with the City's 2025 General Plan, and its land use
and compatibility policies. Accordingly,we will coordinate with City staff to
review requirements and recommendations,as they are critical to mitigate or
prevent any foreseeable land use impacts. Specifically, the land use analysis
will focus on the land use issues outlined in the CEQA Guidelines Appendix
G checklist. In addition, the analysis will include CEQA-required
information pertaining to the project's consistency with the City's 2025
General Plan and zoning. We will describe and map existing onsite and
surrounding land uses in the project area. Because the Specific Plan area is
located on the eastern edge of the City, adjacent to surface mining and
reclamation lands,it would be highly unlikely to conclude that the Specific
Plan would physically divide an established community. To the contrary, the
Specific Plan would be a natural extension of development to the west, and
can provide needed circulation arterials that will facilitate movement through
the City and is likely to improve levels of service at key intersections through
the creation of a new connection to 1-580.In addition, FCS',vill evaluate any
proposed Specific Plan policy conflicts with the City's General Plan policies
and flag them for revision for the Planning Team to revise to help ensure the
Specific Plan is as self-mitigating as possible. We will also evaluate estimated
job growth projections and estimate future housing demand generated by the
buildout of the Specific Plan to determine if jobs/housing balance will be
achieved.
Noise: FCS will prepare a complete noise assessment for ti-e Specific Plan
and project site that includes the following components:
We will conduct short-term(1 5-minute)ambient noise level surveys on and
in the vicinity of the project site_ Additionally,we will complete long-term
(24-hour) measurements on the project site to document noise from Stanley
Boulevard,Valley Avenue,the Union Pacific Railroad,Livermore Airport,
and ongoing quarry operations. It is estimated that no more than four long-
term measurement sites will be required for this project. Based upon traffic
data provided by the project traffic consultant,FCS will utilize the Federal
Highway Administration(FHWA RD-77-108) traffic noise prediction model
GATES
_.. _._._...__-___...__ __._..._.. ..___..___.__.__..__.--._...-..---.-•---------•
*ASSOCIATES
