WORKPLAN <br /> • Valley Avenue/Busch Road <br /> • Valley Avenue/Boulder Street <br /> • Valley Avenue/Stanley Boulevard <br /> We will use data from the City of Pleasanton where available. Fehr& Peers <br /> will conduct morning(7:00 to 9:00 AM) and evening(4:00 to 6:00 PM) <br /> turning movement counts at two of the intersections including separate <br /> counts of vehicles,pedestrians,and bicyclists. Traffic signal timings will be <br /> obtained from City staff and verified by field observations. <br /> Fehr&Peers will conduct a field reconnaissance of the project site and <br /> surrounding roadway network to verify existing intersection control,lane <br /> configurations,and other roadway characteristics. Data for transit services, <br /> bicycle,and pedestrian facilities within the study area will aisc be collected. <br /> These include bike lanes/paths,crosswalks,sidewalks,bus shelters,bus <br /> turnouts,and bus routes. Other data to be collected includei load factors for <br /> bus routes as well as boarding and alighting counts at BART. <br /> Existing Conditions Analysis: <br /> Based on the data collected,existing peak hour intersection operations will be <br /> assessed. The existing transit and non-motorized transportation system will <br /> be evaluated. <br /> Subtask 2.3-Market A market assessment will be prepared to identify the economically viable <br /> Assessment types and amount of land uses that can realistically be supported within the <br /> Plan Area. The information will be designed to inform the community <br /> planning process and ensure that the final development program is <br /> economically viable over the long term.The analysis will also be used to <br /> estimate the amount,timing and value of anticipated development;this <br /> information is an essential part of determining the ability of.Specific Plan <br /> development to support necessary public improvements and infrastructure. <br /> FPS will build on existing market research conducted as pan:of the General <br /> Plan Update and other planning efforts as well as targeted research related to <br /> the competitive attributes of the Plan Area. It will also consider the context <br /> of the Specific Plan and how proposed land uses may affect activities, <br /> developments,or projects within the immediate trade area it either a <br /> complementary or competitive fashion. The research,analysis and <br /> conclusions of this technical work will be summarized in a draft technical <br /> memorandum. <br /> Subtask 2.4- Prepare diagrams for use in Task Force(Meeting#3)which summarize site <br /> Opportunities& issues,including: <br /> Constraints Report/Task • on-and off- site environmental constraints <br /> Force Meeting#3 • on-site development opportunities <br /> • viewsheds <br /> • open space preservation areas,etc. <br /> Prepare Summary Opportunity&Constraints Report <br /> GATES <br /> ._.._. -._....__.._....__.___ __-__. _.__. __ *ASSOCIATES <br />
