No historic structures appear to be <br /> present. <br /> Constraints will be reflected in the planning process to ensure that potential <br /> impacts are avoided or minimized to the greatest extent practicable,instead <br /> of requiring mitigation in the EIR. Accordingly,FCS will work with the City <br /> to formulate a working draft project description that will be used for <br /> preparation of the Environmental Constraints Analysis,and Notice of <br /> Preparation (NOP). <br /> Subtask 2.2-Existing Fehr&Peers will review the recently completed Housing Element EIR to <br /> Traffic Baseline identify: (1) the level of growth assumed for the site in that modeling effort, <br /> (2) projected roadway operations in the vicinity of the study area,anti (3) <br /> anticipated roadway improvements near the site. They will also review local <br /> and regional transportation plans to determine how the proposed project <br /> integrates with those plans. Using this information,we will identify <br /> transportation opportunities,issues and constraints.
