P13-2458, Downtown Revitalization District In-Lieu Parking Fee <br /> Environmental Checklist <br /> Discussion <br /> a.-e. No physical changes, such as construction or demolition, are proposed as part of <br /> this PMC amendment. The Downtown Specific Plan established locations for the <br /> creation of publicly accessible mini-plazas in the Downtown. The Pleasanton General <br /> Plan EIR required no mitigation/improvement measures for air quality impacts and <br /> deemed the impacts without mitigation as being less than significant for all air quality <br /> impacts with the exception of potential conflicts with an applicable air quality plan (see "a" <br /> in the "Air Quality" chart). This impact was deemed significantly unavoidable based on <br /> Pleasanton's previous housing cap and limitations to population. Pleasanton's Housing <br /> Element of the General Plan was adopted in 2012 and modified the Pleasanton General <br /> Plan land use map designations to accommodate high density housing. In the EIR for <br /> the Housing Element and Climate Action Plan (CAP), this impact ("a") without mitigation <br /> is deemed less than significant. Other air quality impacts are listed in the Housing <br /> Element and CAP EIR; however, they all pertain to potential construction related impacts, <br /> and are all deemed less than significant after mitigation. These mitigations will be <br /> implemented as required for projects which involve construction. No construction is <br /> proposed as part of this PMC amendment. <br /> The proposed project is not anticipated to create any new or additional impacts which <br /> have not already been studied in the Pleasanton General Plan and Housing Element and <br /> CAP EIRs. Therefore, these would be of less than significant impact. <br /> 5.16 NOISE <br /> Environmental Setting <br /> No physical changes, such as demolition, grading, trenching or construction, are <br /> proposed as part of the PMC amendment. <br /> Standards of Significance <br /> For purposes of this environmental document, an impact is considered significant if the <br /> proposed project would: <br /> 1• Result in noise levels that exceed the General Plan significance standards; or, <br /> .• Result in noise levels that do not meet the City of Pleasanton Noise Ordinance. <br /> Less Than <br /> Noise Potentially Significant Less Than No <br /> The project would: Significant with Significant Impact <br /> Impact Mitigation Impact <br /> Incorporation <br /> a) Exposure of persons to or <br /> generation of noise levels in excess <br /> of standards established in the local <br /> general plan or noise ordinance, or X <br /> applicable standards of other <br /> 46 <br />
