P13-2458, Downtown Revitalization District In-Lieu Parking Fee <br /> Environmental Checklist <br /> The study prepared by Hexagon shows that, although close to fully occupied at the <br /> "center" of the Downtown area, not all of the parking spaces within the study area are <br /> occupied during peak times. Furthermore, the study area does not include all of the <br /> public parking available in the Downtown Revitalization District (i.e., City Hall and library <br /> parking lots and additional off-street parking on Old Bernal Avenue, the northern part of <br /> Main Street, and side streets). Therefore, surplus parking is provided for patrons utilizing <br /> downtown amenities and/or services. This would be of less than significant impact. <br /> 5.7 POPULATION AND HOUSING <br /> Environmental Setting <br /> The majority of the Downtown Revitalization District is surrounded by existing residential <br /> uses and properties with a residential land use designation in the Pleasanton General <br /> Plan. Please refer to image 2 on page 5. No physical changes, such as demolition, <br /> grading, trenching or construction, are proposed as part of the PMC amendment. <br /> Standards of Significance <br /> For purposes of this environmental document, an impact is considered significant if the <br /> proposed project would: <br /> • Induce substantial growth that is inconsistent with the approved land use plans in <br /> place; or, <br /> • Displace affordable housing. <br /> Less Than <br /> Potentially Significant Less Than No <br /> Population and Housing Significant with Significant Impact <br /> Would the project: Impact Mitigation Impact <br /> Incorporation_ <br /> a) Induce substantial population <br /> growth in an area, either directly (for <br /> example, by proposing new homes X <br /> and businesses) or indirectly (for <br /> example, through extension of <br /> roads or other infrastructure)? <br /> b) Displace substantial numbers of <br /> existing housing, necessitating the X <br /> construction of replacement <br /> housing elsewhere? <br /> c) Displace substantial numbers of <br /> people, necessitating the <br /> construction of replacement X <br /> housing elsewhere? <br /> 33 <br />
