P13-2458, Downtown Revitalization District In-Lieu Parking Fee <br /> Environmental Checklist <br /> • Substantially increase light or glare in the project site or vicinity, which would <br /> adversely affect day or nighttime views. <br /> Less Than <br /> Potentially Significant Less Than No <br /> Aesthetics Significant with Significant Impact <br /> Would the project: Impact Mitigation Impact <br /> Incorporation <br /> a) Have a substantial adverse effect X <br /> on a scenic vista? <br /> b) Substantially damage scenic <br /> resources, including, but not limited <br /> to, trees, rock outcroppings, and X <br /> historic buildings within a state <br /> scenic highway? <br /> c) Substantially degrade the <br /> existing visual character or quality X <br /> of the site and its surroundings? <br /> d) Create a new source of <br /> substantial light or glare which X <br /> would adversely affect day or <br /> nighttime views in the area? <br /> Discussion <br /> a.-d. No physical changes such as construction, demolition or lighting are proposed as <br /> part of this PMC amendment. At the time a development project is proposed that would <br /> require the payment of in-lieu parking fees, at the discretion of the City, in-lieu parking <br /> fees may be waived in exchange for an amenity that fulfills other objectives, such as a <br /> mini plaza. Should the City receive a request to waive the in-lieu fee, the contribution of <br /> a public amenity would be determined at the development review stage of a proposed <br /> project with the value of the public amenity to be provided being equal to or in excess of <br /> the amount of the in-lieu parking fee(s) to be waived. If the proposed public amenity is <br /> determined to be of lesser value than the amount of in-lieu parking fees otherwise <br /> required, the developer will be required to enter into an in-lieu parking agreement that <br /> pays the difference between the provided amenity and the required fees. Should a <br /> developer provide an amenity, as approved by the City, it will enhance the feel and <br /> character of the Downtown and would not adversely affect or damage a scenic vista, <br /> degrade the visual character or quality of the Downtown, or create a substantial light or <br /> glare that would adversely affect day or nighttime views in the Downtown. Furthermore, <br /> physical changes (i.e., construction and/or demolition) would be reviewed and approved <br /> by the City prior to commencement of any work to ensure that scenic vistas and the <br /> visual character and quality of the Downtown are maintained. <br /> 20 <br />
