ENVIRONMENTAL CHECKLIST <br /> The following checklist contains the environmental checklist form presented in Appendix G <br /> of the California Environmental Quality Act (CEQA) Guidelines. The checklist form is used <br /> to describe the impacts of the proposed project. A discussion follows each environmental <br /> issue identified in the checklist. <br /> For this project, the following designations are used: <br /> Potentially Significant Impact: An impact that could be significant and for which no <br /> mitigation has been identified. If any potentially significant impacts are identified, an EIR <br /> must be prepared. <br /> Less Than Significant With Mitigation Incorporated: An impact that requires <br /> mitigation to reduce the impact to a less-than-significant level. <br /> Less Than Significant: Any impact that would not be considered significant under <br /> CEQA relative to existing standards. <br /> No Impact: Any impact that does not apply to the project <br /> 5.1 AESTHETICS <br /> Environmental Setting <br /> The Pleasanton Municipal Code (PMC) amendment to the Downtown Revitalization <br /> District Parking In-Lieu Fee addresses eligible commercial businesses/properties within <br /> the Downtown Specific Plan Area. The majority of the Downtown Revitalization District, <br /> which primarily consists of commercial uses, is surrounded by existing residential uses <br /> and properties with a residential land use designation in the Pleasanton General Plan. <br /> Please refer to images 2 through 4 on pages 5 through 7. <br /> The PMC amendment will allow the City discretion to waive in-lieu parking fees that <br /> would apply to eligible projects that have commercial zoning designations and are <br /> located within the Downtown Revitalization District, please refer to image 5 on page 15, <br /> that cannot provide on-site parking in exchange for a public amenity that fulfills other <br /> objects indentified in the Downtown Specific Plan. <br /> Standards of Significance <br /> For purposes of this environmental document, an impact is considered significant if the <br /> purposed project would: <br /> • Substantially alter or degrade the existing visual character or quality of the project <br /> site; <br /> • Have a substantial effect on a scenic recourse; or <br /> 19 <br />
