Notwithstanding the above, staff has determined that the Bernal Specific Plan and <br /> Measure P would permit a dog park in sub-areas 5, 12, and 13 (Included as Attachment <br /> 4 to the December 12, Commission agenda report), as these sub-areas include "parks <br /> and recreation, and other public and quasi-public uses determined by the City Council <br /> to be compatible with the surrounding land uses." Therefore, assuming the City Council <br /> makes the required determination, they could be used as a dog park. <br /> As a general summary, staff's position is that making a final determination regarding the <br /> placement of a new dog park, if any, in any of the three above sub-areas, or other <br /> location within the City, should occur as part of the overall Park Master Plan <br /> implementation process and be linked to the City Council's Annual Work Plan so that a <br /> dog park could be prioritized within the context of other competing park interests such <br /> as the redesign and enhancement to the Delluchi and Wayside Parks, Staples <br /> Community Park, and parks proposed as part of the East Side Specific Plan. Further, if <br /> an appropriate site is identified, park funding would be included in the CIP most likely as <br /> a separate project. Also, as stated above, adding a dog park to the Oak Woodland <br /> and/or the Bernal Community Park would necessitate voter approval through a city-wide <br /> election. <br /> Notwithstanding the above, if the Council would like to further explore the potential for a <br /> dog park on the Bernal Property at this time, the appropriate action would be to direct <br /> staff to develop a proposed process, including identification of anticipated design <br /> services, and report back to the City Council at a future meeting. However, if the <br /> Council concurs with this report's Recommendation #2, the appropriate action would be <br /> to include a general discussion item regarding dog parks as part of the future joint City <br /> Council/ Parks and Recreation Commission workshop agenda anticipated to be held <br /> principally for reviewing the draft Parks Master Plan. (The date and time for that <br /> workshop is dependent upon completion of the final draft Master Plan.) <br /> Bernal Community Park, Phase II Update <br /> In addition to work on the Oak Woodland, staff continues to work closely with Harris <br /> Design on the Bernal Community Park, Phase II design and it has recently reviewed the <br /> 65% construction drawings. In general, the project continues to progress as planned <br /> and staff anticipates presenting the City Council with the final design and bid <br /> specifications mid-spring for approval and issuance of a Request for Bids.
