PMC understands that in 2011 and 2012, in order to meet the City's <br /> previous RHNA, the City rezoned sufficient land on three sites in Hacienda <br /> near the BART station which could accommodate approximately 830 units <br /> and 9 other sites citywide that could accommodate 2,326 housing units at a <br /> density of at least 30 units to the acre. <br /> PMC will rely on the existing inventory to show that the City has more <br /> than sufficient land to meet its 2014-2022 RHNA. <br /> PMC will also include a summary of the East Pleasanton Specific Plan to <br /> identify where future development may occur. <br /> Financial and Programmatic Resources <br /> PMC will update financial and programmatic resources available for <br /> affordable housing programs, including City,Alameda County, and state <br /> funding programs as well as private sector resources. We will assess current <br /> and potential housing programs to recommend future programs that will <br /> support the City's housing objectives. <br /> Energy Conservation <br /> In response to SB 375 and AB 32, PMC will update the analysis <br /> opportunities to encourage the incorporation of energy-saving features, <br /> energy-saving materials, and energy-efficient systems and design for <br /> residential development. <br /> TASK 5: HOUSING CONSTRAINTS <br /> PMC will update the analysis of potential constraints to housing <br /> development to reflect changes to land use controls,processing time frames <br /> and procedures, and market conditions. The analysis will examine <br /> governmental and non-governmental constraints, including infrastructure, <br /> development fees,land use controls, natural resources, and the cost of <br /> housing construction, land,and financing. <br /> El . <br />
