1 . PROJECT DESCRIPTION
AND APPROACH
This section describes PMC's understanding of the Housing Element update
project and the approach to meeting the City's needs and expectations.
1 . EXECUTIVE SUMMARY
PROJECT UNDERSTANDING
The City of Pleasanton is seeking an experienced consultant to assist with
the update to the City's Housing Element for the 2014 to 2022 planning
period. The updated document should reflect the unique housing needs and
opportunities in Pleasanton, including fluctuations in the housing market
and the cost of housing. Having just adopted the Housing Element in
February 2012, the City is anticipating this effort to be a minor technical
update to meet the new Regional Housing Needs Allocation (RHNA) for
the 2014-2022 period and address new state laws that have been passed
since the 2012 adoption, including SB 375 and SB 812. .
The City's 2014-2022 RHNA of 2,067 units is a decrease from the City's
4th cycle RHNA of 3,277 units. Staff has established that there are currently
sufficient sites zoned appropriately to accommodate the City's 2014-2022
share of the RHNA due to the lack of development during the last round.
The City has implemented the required programs to qualify for the
California Department of Housing and Community Development's
(HCD) streamlined Housing Element review process. The City seeks to
achieve timely certification in advance of the January 2015 due date.
1-1 '; „ ,
