PROJECT DESCRIPTION <br /> AND APPROACH <br /> This section describes PMC's understanding of the Housing Element update <br /> project and the approach to meeting the City's needs and expectations. <br /> 1 . EXECUTIVE SUMMARY <br /> PROJECT UNDERSTANDING <br /> The City of Pleasanton is seeking an experienced consultant to assist with <br /> the update to the City's Housing Element for the 2014 to 2022 planning <br /> period.The updated document should reflect the unique housing needs and <br /> opportunities in Pleasanton, including fluctuations in the housing market <br /> and the cost of housing. Having just adopted the Housing Element in <br /> February 2012, the City is anticipating this effort to be a minor technical <br /> update to meet the new Regional Housing Needs Allocation (RHNA) for <br /> the 2014-2022 period and address new state laws that have been passed <br /> since the 2012 adoption, including SB 375 and SB 812. . <br /> The City's 2014-2022 RHNA of 2,067 units is a decrease from the City's <br /> 4th cycle RHNA of 3,277 units. Staff has established that there are currently <br /> sufficient sites zoned appropriately to accommodate the City's 2014-2022 <br /> share of the RHNA due to the lack of development during the last round. <br /> The City has implemented the required programs to qualify for the <br /> California Department of Housing and Community Development's <br /> (HCD) streamlined Housing Element review process. The City seeks to <br /> achieve timely certification in advance of the January 2015 due date. <br /> 1-1 '; „ , <br />
