BACKGROUND <br /> On March 25, 2013, the Council conducted a public workshop for the purpose of <br /> prioritizing City Council projects for the upcoming year. During the workshop several <br /> community members requested that the City Council consider improvements to the <br /> City's Pioneer Cemetery. <br /> At its meeting on May 7, 2013, the City Council adopted its two-year work plan, which <br /> included the development of the Pleasanton Pioneer Cemetery Master Plan. The project <br /> will consider improvements to the Pioneer Cemetery including irrigation, landscaping, <br /> public/private partnerships, a veterans' memorial and maintenance and operation rules <br /> and regulations. <br /> On September '17, 2013, the City Council authorized staff to obtain proposals from <br /> qualified firms to develop a master plan for the Pioneer Cemetery and approved the <br /> formation of a seven member Ad Hoc Pioneer Cemetery Master Plan Oversight <br /> Committee (Committee) consisting of two Parks and Recreation Commissioners, one <br /> Civic Arts Commissioner, one Veterans Organization of Pleasanton representative, one <br /> Cemetery Committee (community group) representative, one Catholic Funeral and <br /> Cemetery Services representative, and one Member at Large member. <br /> To obtain qualified firms at the most reasonable price, the staff conducted a Request for <br /> Proposals (RFP) process for the development of a master plan for the Pioneer <br /> Cemetery. The RFP was advertised on the City's website and distributed to several <br /> additional firms and four (4) proposals were received by the November 1, 2013 <br /> deadline. The proposals were reviewed for content and required information submitted. <br /> Two (2) firms were invited to a panel interview, consisting of four (4) City staff and three <br /> (3) members of the Pioneer Cemetery Master Plan Oversight Committee to review and <br /> discuss the firm's proposals. Based on the quality of the proposals, related experience, <br /> and previous work history on the City of Pleasanton's Alviso Adobe Community Park, <br /> PGAdesign INC was determined to be the most responsive firm to work with the <br /> Pioneer Cemetery Master Plan Oversight Committee and City staff to develop a master <br /> plan for the Pioneer Cemetery. <br /> DISCUSSION <br /> PGAdesign INC (PGA) has partnered with Cemetery Planning Resource Alliance <br /> (CPRA) to develop the Pioneer Cemetery Master Plan. The partnership between PGA <br /> and CPRA combines the local expertise of PGA who has a strong interest in sustainable <br /> landscape design, and intimate familiarity with regional plantings, a history of solving <br /> complex site issues and experience working with the Pleasanton community, as <br /> demonstrated on the Alviso Adobe Community Park project. CPRA focuses exclusively <br /> on landscape design for cemeteries, cremation gardens and also specializes in offering <br /> comprehensive business services and financial planning and facilitates management for <br /> cemeteries. <br /> Page 2 of 3 <br />
