Cal <br /> October 24, 2013 <br /> B F Mr. Mike Tassano <br /> Project Manager <br /> City of Pleasanton <br /> ENGINEERS Engineering Department <br /> SURVEYORS 1500 Warburton Avenue <br /> PLANNERS Pleasanton,CA 94566 <br /> SUBJECT: Bernal Avenue @ I-680 Interchange Improvement Project <br /> Amendment No. 3 -Additional Scope of Services <br /> Dear Mr. Tassano: <br /> BKF Engineers(BKF)has cooperatively worked with the City of Pleasanton(City) in obtaining a <br /> Caltrans encroachment permit for the construction of the Bernal Avenue at I-680 Interchange <br /> Improvement Project (Project). Per Caltrans direction, the issued Caltrans encroachment permit <br /> is limited to the roadway elements of the Project in anticipation of a rider to the encroachment <br /> permit for the landscaping and gateway elements. Additionally, as part of the roadway <br /> encroachment permit, Caltrans has requested that the archaeological test program be conducted <br /> prior to the start of any construction related to the Project. In initial discussions with the City, it is <br /> preferred that the archaeological test program be performed prior to circulating the Project for bid <br /> and has asked for a proposal from BKF and its subconsultant, Basin Research Associates <br /> (BASIN) to perform the test program. Based on this request, the following is proposed for the <br /> archaeological test program for the work identified in the Caltrans encroachment permit: <br /> Archaeological Test Program <br /> An archaeological test program is proposed for the roadway, landscape, and gateway features <br /> construction. <br /> A review of the available archaeological site data suggests that prehistoric cultural deposits could <br /> be present within the Project footprint under varying depths of engineered fill ranging from 30 cm <br /> to 180 cm (1.0-6.0 feet) below the present grade. The following describes the mechanically <br /> assisted test program required in accordance with the approved Historic Resources Compliance <br /> Report dated April 2013. <br /> The archaeological testing program shall consist of six backhoe test units (BTU) and three auger <br /> bores (ATU) in compliance with the Historic Resources Compliance Report dated April 2013. <br /> The BTUs and ATUs will be placed in the areas to be potentially affected by the Project <br /> subsurface construction to determine if prehistoric archaeological deposits could be adversely <br /> affected. Unit locations will be adjusted to avoid impacts to the underground infrastructure based <br /> on USA and other utility location information. <br /> This test program will require an encroachment permit from Caltrans to perform the test program <br /> prior to construction. BKF will prepare the encroachment permit application for the work. It is <br /> anticipated that Caltrans will charge a fee for the permit that will not exceed $1,000. If the fee <br /> exceeds this estimate, BKF will notify the City and request an amendment for the amount over <br /> the estimate. <br />
