THE CITY OF 4 <br /> who CITY COUNCIL AGENDA REPORT <br /> LEASANTONO <br /> December 17, 2013 <br /> Community Development <br /> Traffic Engineering Division <br /> TITLE: RATIFY APPROVAL OF THIRD AMENDMENT TO AGREEMENT WITH <br /> BKF ENGINEERS IN THE AMOUNT OF $74,400 TO PERFORM <br /> ADDITIONAL SCOPE OF ENGINEERING SERVICES TO PREPARE FOR <br /> CONSTRUCTION OF BERNAL AVENUE AT 1-680 INTERCHANGE <br /> IMPROVEMENTS; APPROVE THE FOURTH AMENDMENT TO <br /> AGREEMENT WITH BKF ENGINEERS IN THE AMOUNT OF $77,000 TO <br /> FINALIZE THE PLANS, SPECIFICATIONS AND ESTIMATES FOR THE <br /> LANDSCAPE AND GATEWAY DESIGN, OBTAIN A CALTRANS <br /> ENCROACHMENT PERMIT RIDER, AND PROVIDE SERVICES DURING <br /> THE ADVERTISING AND BIDDING PERIOD FOR THE BERNAL AVENUE <br /> AT I-680 INTERCHANGE IMPROVEMENTS <br /> SUMMARY <br /> In September 2010, the City Council approved a Professional Services Agreement with <br /> BKF Engineers to prepare the project plans, specifications and estimates (PS&E) and <br /> environmental documentation for the Bernal Avenue at 1-680 Improvements for a not to <br /> exceed amount of$297,666. <br /> On December 4, 2013, the City Manager approved the Third Amendment to the <br /> Agreement with BKF because the timing of the authorized work is critical to avoid <br /> potential cost increases to the interchange project. City Council ratification of the Third <br /> Amendment is now required. <br /> The proposed Fourth Amendment is related to the landscape and gateway elements of <br /> the project, which will be bid separately from the interchange improvements. These <br /> elements will require BKF Engineers to process and obtain an encroachment permit <br /> rider from Caltrans. During the development of the PS&E, the project work plan was <br /> expanded and will require structural and geotechnical consultation, additional design <br /> details, and specifications. The services of BKF Engineers will be required during the <br /> advertising and bidding period to respond to questions from contractors, attend <br /> meetings, and assist City staff in preparing contract addenda as needed. <br /> RECOMMENDATION <br /> 1. Ratify the approval of the Third Amendment to the Professional Services Agreement <br /> with BKF Engineers to perform an archaeological test program, perform additional <br /> field survey and design to revise and finalize the PS&E due to the expansion of the <br /> work plan, provide assistance to the City during the advertising and bidding period <br /> for the project, and extend the agreement expiration date to December 31, 2014. <br /> Section 4 of the agreement is amended to increase compensation by $74,400 for a <br /> total compensation amount of$372,066. <br />
