justify being open. Of the six transfer stations and landfills in the County, only one(PGS, in Pleasanton) <br /> is open on Sunday. Since self-haul to those facilities on weekends is a profit center,this suggests that self- <br /> haul traffic on Sundays is not worth the expense, in the experience of facility operators. In addition,as <br /> reported previously, labor costs will likely be higher for Sunday work, workers previously hired with the <br /> written understanding their work week is Tuesday-Saturday might need to be replaced if unavailable to <br /> work on Sundays,and union and other legal or work rule issues would take a substantial effort to resolve. <br /> If we knew that permanent Sunday service would be used as much as a Thursday or Friday, and there <br /> were no alternative to being open on Sunday,the labor costs and issues could be investigated in more <br /> detail. However, increasing the budgeted number of'parking lot'drop-off events from 4 to 12 is an <br /> alternative that we think would increase participation significantly and in a more flexible manner. These <br /> events will be primarily staffed by a private vendor,and could be held approximately once per month at <br /> various locations around the County. Sunday service provided in this way will be more flexible and <br /> adjustable in the future,depending on participation. Adding 8 more events of this type will increase <br /> annual costs by about$360,000 per year,compared with the June cost estimate. <br /> Schedule for Final Decisions about future HHW Service and Funding <br /> If the Board agrees on a service level option,we can proceed to prepare the documents necessary to <br /> inform residential property owners of the proposed service and associated fee. Property owners would be <br /> notified,per the Proposition 218 requirements,a minimum of 45 days prior to a final decision by the <br /> Board. We anticipate going through the following steps between now and a final decision: <br /> • Third week of September 2013; prepare Proposition 218 notice and supporting documents, <br /> including details of the services to be provided and the estimated cost of those services <br /> • September 25,2013; WMA Meeting, approve notice for mailing <br /> • Late September and early October 2013, community meetings to solicit input on the proposal <br /> • November 20, 2013; first reading of ordinance implementing the fee(Board action is to schedule <br /> for consideration of adoption at the December 18,2013 meeting) <br /> • December 18,2013;final WMA Board vote on proposal,after receipt of protests(if any) <br /> • August 2014, Implement the fee via the property tax rolls(if approved) <br /> RECOMMENDATION: <br /> Make a super-majority preliminary decision on a service option if possible,and direct staff to implement <br /> the schedule above for a final decision about future HHW Service and Funding. <br /> Attachment: Table 1 <br /> 3 <br /> 33 <br />
