Some recent data <br /> for the Fremont facility is provided in a note at the bottom of the Table. <br /> DISCUSSION <br /> A New Option <br /> Because the committees supported different options, we've created an"Option 1.5." Based on committee <br /> feedback,that option was designed to satisfy as many of the following criteria as possible: <br /> • Support increased participation in the HHW system, in the range covered by Options 1 and 2. <br /> • Maximize convenience to customers,either by being open on Sundays or in any other feasible <br /> manner. For example, every week service at every collection center is more convenient than <br /> alternate week service, as is the case now and in Expansion Option 1. <br /> • If possible,be open the same hours and days every week. Although some Board members <br /> pointed out that this is not essential, others pointed out that it is desirable.And County staff <br /> explained that operational experience shows that materials get dropped outside the gate in the <br /> street,or are illegally disposed in frustration, if a facility is not open when the customer expects it <br /> to be open. As participation increases over time,regular hours would help with these problems. <br /> Option 1.5 satisfies all three criteria. It involves four day a week(Wed-Saturday)operation at the <br /> Oakland and Fremont collection centers, and two days a week(Friday and Saturday)at the Hayward and <br /> Livermore centers. All facilities would open from 9:00 to 2:30 on weekday and 9-4 on Saturdays. It <br /> would increase the number of open days per month from 12 to 16 at the Oakland facility, and from 6 to 8 <br /> at the Hayward and Livermore facilities. These increases are about a 33%increase at each facility, <br /> supporting the objective of'equal service.' This option can support participation up to the'maximum' <br /> targeted level of service in Option 2(60-70,000 per year;or 12-14%of households), if the facilities were <br /> to handle 150 cars(households)per day,on average. <br /> Option 1.5 addresses Sunday service and convenience by adding 8 more(12 total)'parking lot'drop-off <br /> events to the program budget. (We added 4 per year to the program budgets presented in June, as <br /> compared with the program budgets presented in April.)These events cost more per pound of HHW <br /> collected,but are more convenient for customers and can be located and scheduled flexibly to support the <br /> objective of'equal service.' They would service about another 6,000 customers per year(about 500 per <br /> one-day drop-off event). More information about Sunday service is provided below. <br /> Option 1.5 is estimated to require about$4.9 million per year of additional revenue,on average over the <br /> six year planning period(2015-2020, inclusive). This is more than Option 2 in the June committee <br /> memos($4.641 million),but involves fewer days of operation open to the public than did Option 2. This <br /> is because Option 1.5 includes more parking lot drop-off events,the costs associated with a Proposition <br /> 218 protest vote,and would serve the number of cars(households)previously estimated to be served in <br /> Option 2. Option 1.5 amounts to a little more than$9 per occupied dwelling unit per year. <br /> If lower cost is a higher priority than having regular hours and days every week at every location(and <br /> therefore greater convenience),the best way to cut costs from Option 1.5 would be to alternate days of <br /> service each week in Hayward and Livermore(e.g.,Wed/Th in Hayward one week, Fr/Sat in Livermore <br /> that week,and the opposite in alternating weeks). Doing that would save about$400-$500,000 per year, <br /> or about$1 less per household each year. <br /> More on Sunday Service <br /> Permanent facility Sunday service is appealing on a common sense level,but upon investigation it is <br /> unclear whether the public would actually use the permanent collection centers on Sundays enough to <br /> 2 <br /> 32 <br />
