I was proud to serve on the <br /> Historic Preservation Task Force. I strongly urge you to approve the amendments to the General Plan, the DTSP, and <br /> municipal code recommended by Planning Staff and the Task Force. From the beginning of the process I understood that <br /> staff and task force members were strongly committed to developing guidelines that would preserve our city's charm and <br /> unique character and quell the loss of our historic residences. I also felt we were all strongly committed to making the <br /> process for homeowners and developers streamlined and more uniform. One of the questions that was raised by the <br /> public in meetings was who is going to make the determinations about style and what is allowed. The Pleasanton Historic <br /> Context Statement provides additional expertise and guidance for homeowners and staff. The use of story poles and staff <br /> flowcharts will be very helpful tools going forward. Another subject discussed at almost every meeting was building scale, <br /> and FARs. This is an issue of property rights for all concerned that has caused conflict between developers and residents <br /> of our downtown neighborhoods. While it is not possible to predict exactly what the outcomes of the new guidelines will <br /> be, I think the proposals are an excellent step in the right direction. <br /> Sincerely, <br /> Emilie Cruzan <br /> • <br />
