Ms. Wagner explained that city governments are required to adopt a balanced budget. Staff therefore
tracks revenues and adjusts expenditures to reflect those revenues. She noted that as part of tonight's
presentation, revenues exceeded expenditures by $1.8 million, which was then allocated to other funds
to balance the budget. As another example she explained that when it first became apparent in
2008/09FY that expenditures would outpace revenues, staff initiated a soft hiring freeze that mitigated
the majoril:y of lost revenues and also reduced payments to the Repair and Replacement Fund.
Vice-Mayor Cook-Kallio moved the staff recommendation. She echoed the Mayor's compliments.
Councilmember Narum seconded the motion and said she is happy, as part of the motion, to recognize
the managers whose performance has helped to keep the city financially strong through difficult times.
Councilmember Brown echoed their comments. She said she was pleased to see the contribution to
the PERS Stabilization Fund and that she would be looking closely at the new reports from PERS once
they are released.
Councilmember Pentin also echoed their comments and compliments to management.
MOTION: It was m/s by Cook-Kallio/Narum to waive full reading and adopt Resolution No. 13-647
accepting the 2012/13FY Year-End Financial Report for the Operating Budget and amend the
2012/13FY Operating Budget. Motion passed by the following vote:
Ayes: Councilmembers Brown, Cook-Kallio, Narum, Pentin, Mayor Thorne
Noes: None
Absent: None
MATTERS INITIATED BY COUNCIL - None
COUNCIL REPORTS
Councilmember Brown reported that the library held its 2591 anniversary event last Friday. Mr. Fialho
reported that the event raised $9,000.
Vice-Mayor Cook-Kallio shared both personal and professional comments about Ms. Mohr, whose
legacy includes 16 years on the City Council and serving as the founding member of an elected
women's group lunch that now boasts almost 180 members in the Tri-Valley. She extended her
condolences to Ms. Mohr's family and said she would share information on the memorial service once
available. She requested a moment of silence in Ms. Mohr's memory.
ADJOURNMENT
There being no further business, the meeting was adjourned at 8:11 p.m. in memory of former
Councilmember Karin Mohr.
Respectfully submitted,
Karen Diaz,
City Clerk
City Council Minutes Page 6 of 6 November 19, 2013
